Technically yes. Some models predict the formation of tiny black holes in supercolliders. But they are too small to be of any consequence. They are so small that they dissipate in milliseconds through something called Hawking Radiation.
We currently don't know, though they may have began in the big bang (the beginning of the universe) Preons are so small, if they even exist, that we may never know unless we build a supercollider as big as the solar system, I don't know if we could make one THAT big!!!!!!!!
I'm thinking that if you ignore the energy released, the resulting black hole would weigh about the same as the earth and the moon would continue to orbit unaffected. I'm curious to see what others think.
