Believe it or not, you're better off just getting a handful of good pastels that a big, inexpensive "beginner's" set. The reason is this: the cheap stuff will really fight you. I'd go with a handful of Rembrandts, some earthy/fleshtones and a couple of reds, blues or greens. Keep it simple, thinking in terms of light/dark, warm/cool.
