In 1972, Gough Whitlam was elected as prime minister-he brought conscription to an end, passed the racial and sexual disrimination act, he brought in the medibank health scheme, and abolished univeristy fees, all by legal reform-all of this leading up to the 'loans affair' costing whitlams gov't billions-Gough Whitlam entered Australia into slagfation-meaning that prices and wages went up, low economic growth, high interest rates and turmoil. Gough Whitalm had acclaimed a majority of seats in the House of Representatives but not the Senate-which was at whitlam's disadvantage. Considering this, most of his legislation was not passed and deemed a 'Double Dissolution' by both houses.
