The final stage of refining copper in a copper mill is electroplating it. Electroplating requires large amounts of inexpensive electricity, so choosing a site for the copper mill where large electric power supplies are already available (preferably hydroelectric as it is the least expensive supply) will significantly reduce the operating costs.
