The first Acting Secretary of State under the U.S. Constitution, John Jay, was appointed in September 1789. That was the same month in which the name was changed from Sec. of Foreign Affairs. The first Secretary of State, Thomas Jefferson, was appointed in March 1790. The current (2014) Secretary of State, John Kerry, was appointed in February 2013.
