It was the year 1996, when the International Defensive Pistol Association IDPA was founded by some men, who shoot with pistols in a sporty manner. They train and simulate real scenarios of shooting.
International Defensive Pistol Association was created in 1996.
Any weapon can be defensive or offensive from a rock to a hammer to a car, etc..
There are many paths to explore. The National Rifle Association (NRA) has many options that you can explore online. That was one of it's founding principles, to teach firearm safety and proficiency. Then there is the International Defensive Pistol Association (IDPA), the International Practical Shooting Confederation (IPSC), and many smaller organizations like the American Action Shooting Association (AASA). Those also use shotguns and rifles, but if you are shotgun focused try National Skeet Shooting Association · National Sporting Clays Association for that. Additionally, there are many businesses that teach hunting, tactical weapon use, gunsmiths, ammunition production, et cetera. Keep it safe, learn, practice often.

There is no one "best" for everything. A Hammerli Olympic grade target pistol may be an excellent firearm for one specific competition, and fare poorly in another. A Ruger Mk III may be the leader in another competition, but is far to big for easy concealed carry as a defensive firearm. Depends on what you want the pistol to do.

I use Winchester Silvertip hollow points in ALL my handguns. They are an excellent defensive round. If your life depends on it, don't go cheap.
No more than 50 USD
In NRA terms, this is Air Pistol and Standard Pistol. These are types of pistols used in International style pistol matches. Air Pistol is usually a 60 shot slow-fire match. Standard Pistol generally consists of 20 slow-fire, 4 x 5 shots in 20 seconds, and 4 x 5 shots in 10 seconds (rapid rife). In addition, on my collegiate pistol team we also competed in Free Pistol (FP). That is for light trigger, single-shot pistols with advanced grips. SP and FP use .22 rimfire ammunition.
The 9mm pistol has been used by the military of several nations, by 100's of police forces, and as a defensive firearm by private citizens. It is also used for sport shooting.
