The site was not "built," but is simply the area where a battle was fought and several US soldiers are buried. The battle occured on 1876 June 25. The area was designated a national cemetery on 1879 January 29. It administration was transferred to the National Parks Service on 1940 July 1. It was designated a national monument on 1946 March 22.
I think it was January 29, 1989. It said that's when the Secretary of War first preserved it as the U.S. National Cemetery, to protect graves of 7th Calvary troopers buried there. Then on July 1, 1940, it was transferred from the Department of War to the National Park Service.
