The F18 can achieve Mach 1.8 or so at 40,000 feet. The MiG-29 can go faster, or around Mach 2.25 at altitude. The MiG-28 was never built.
Mig-31 is faster then the f-22. The f-22 is not the fastest plane, its mach 2.25 compared to mach 3.1 of the mig-31. The f-22 is just expensive. I don't personaly like this plane. I like PAK FA, or SU-35BM way better because of maneavarability and speed, heavy weapon load and modern electronics.
