Roman religion existed since the foundation of Rome in 753 BC. The oldest cults were pre-Roman,; that is, they existed before the foundation of the city. The second king of Rome (Numa Pompilius) who was a Sabine, introduced some Sabine gods and rituals. Over time, the Romans absorbed divinities and cults form the Etruscans, Greeks and Samnites. Therefore, the Roman religion was a result of an evolution, rather than a creation.
