$10 Demand Notes were issued in 1861, but these were interest-bearing obligations issued to help finance the Civil War. Some authorities, but not all, say these can be considered the first $10 bills.

However the first standard, federally-issued $10 bills that were not interest-bearing obligations were United States Notes printed in 1862.
