first of all the transportation differ. a balloon travels by the gravity pull of oxygen while a rocket uses a combination of chemicals. the pressure builds up and there you go you have a rocket shooting off. then when it reaches a certain altitude it starts condensing in sizes while a balloon is incapable of doing that.
