This depends upon your definition of a superhero. In terms of the modern, western concept of a superhero the first was Superman.
There had been leading heroes before in comics and the pulps (cheaply produced short fiction novels often featuring lurid tales of sex, violence and crime) featured some characters that were essentially superheroes. Comics are popular all around the world and the concept of bright costumes or super human powers is not unique to America and the UK.
The superhero as we know it, the whole package, is generally considered to be an American genre that started with Superman.
Superman was created by Jerry Siegal and Joe Shuster for Action Comics number one in 1938. Action Comics was published by National Comics which later became DC.
