The first dual core CPU for the high-end / server market was the Intel "Itanium 2 (Montecito series)" processor. It was released in 2006. Besides that also the "Intel Pentium D" and the "Intel Pentium Extreme Edition" offered two cores. Both have been released in 2005.

Dual-core processors were released to the general public in 2005 by both AMD and Intel. Quad-core processors were released two years later in 2007. Hexi-core (6) came out in 2010. There are currently 8 and 16 core processors available for servers, although home PC Octa-cores are not available.

There are many websites and computer stores which sell dual core desktop PC's. Ebuyer is reasonably cheap with a large selection of units at different specifications. Play also have a large range of dual core processor desktop computers for sale along with a massive range of other electronics and accessories.
There might be a slight improvement in an i3, but it is unlikely you will notice the difference. i3 is basically dual core, just with a few supposed improvements. It might be able to run Internet-reliant programs a little faster, making the internet seem faster, but such an improvement will probably be negligible. What will really make the difference in this case is the network card.
