I suspect that it was shortly after the first helicopter takeoff. Early attempts at helicopter flight were extremely risky and some designers/pilots resorted to tethering their aircraft to keep them under control and at a minimum altitude. There is an excellent book on the history and physics of rotary wing flight called "The God Machine", by James R. Chiles and published by Bantam books in 2007. It is a relatively easy read and will not bog the reader down with obscure helicopter terminology.
