That's a very difficult question as rotors were developed by many people from as far back as the 1800's. - Possibly the first successful rotor as we know it today was developed by Juan de la Cierva in 1923. His rotor was widely used in 'gyroplanes' which were aircraft with minimal wings, and in which the rotor turned freely to provide lift, but was not powered. These aircraft were powered by an engine pulling it forward, and this motion turned the rotor. The first really successful powered rotor was developed by Igor Sikorsky during the early 1940's.
Sir Edmund pierce Jacquier first invented the single rotor helicopter in the year 1989.
Igor Sikorsky was one of many helicopter inventors. He was the one who invented a helicopter that used a tail rotor to counteract the thrust of the main rotor, and he was able to build one with a strong enough engine, an efficient enough rotor, and a light enough airframe. So his helicopter became the first successful commercially produced helicopter.
The first transverse twin rotor helicopter was invented in 1936.The Focke-Wulf Fw 61 was invented by Heinrich Focke and flew on 26 Jun 1936.
Nobody invented the helicopter in 1918
In 1907 Paul Cornu was experimenting with a vertical lift rotor blade system and performed the first VTOL (vertical take off and landing) flight, thus inventing the first helicopter. The helicopter was initially an idea by Leonardo Da Vinci. he developed an ornithocopter which set the basis for the structure of the modern Helicopter

That is a twin rotor helicopter
it stabilises and steers the helicopter.
Rotor blades are on top of a helicopter.
The helicopter was made in China.
Main rotor and tail rotor. The main rotor is on top of the helicopter consisting of two or more blades, and the tail rotor is at the back of the helicopter, which also consists of two or more blades.
It's main rotor, tail rotor makes the helicopter to move which is powered by it's engine. These are the major parts of a helicopter
The main blade on a helicopter is the 'rotor'
