The NHS was established in July 1948. The structure of the NHS is constantly developing and changing but the function has remained fundamentally unchanged and may be summed-up as follows:-
'improving the health of the people by preventing illness, encouraging healthy lifestyles, providing care closer to patients, securing hospital services of the highest quality, improving the quality and effectiveness of health care interventions and making effective use of available resources.'
Three principles underlay the founding of the NHS:

· Universal
· Free at use; based on need and not on ability to pay.
