Vulcanised rubber is a chemical process for converting rubber into a compound material (polymer) with the addition of sulphur. The result of this is a material that has greater durability. Vulcanised rubber soles are superior to regular rubber soles because they can be bent and flexed but will revert to their previous shape. Regular rubber soles are less durable and more prone to deformation and warping. To summarise, vulcanised rubber soles are preferable to non-vulcanised rubber soles because they are designed to last longer.
It was an off-shoot product from the Dunlop factory. Mr Dunlop, of course, being the man who invented the inflatable, vulcanised rubber bicycle tyre.

Vulcanised rubber, which is also used in tyres. This rubber is mixed with sulphur compound to heighten strength and durability.
Rubber is vulcanised to make it more stable and durable by adding sulphur at a high temperature. Vulcanization generates many sulfur-bond cross links between the rubber molecules, hardening the rubber and making it more elastic. Without these bonds rubber is a sticky gooey jelly like material.

the answer before this was wrong, rubber was invented in Woburn, Massachusetts.
John Boyd Dunlop was a Scottish veterinarian and the recognized inventor of the first practical pneumatic or inflatable tyre/tire. His patent was for a bicycle tire, granted in 1888. However, Robert William Thomson invented the actual first vulcanised rubber pneumatic tire. Thomson patented his pneumatic tire in 1845, his invention worked well but was to costly to catch on. Dunlop's tire patented in 1888 did, and so he received the most recognition.
