The ground is saturated. Any more water will run off and could cause flooding of the surrounding land.

You can watch is rain or snow which is precipitation. You can also watch infiltration which is when the water is being soaked up into the ground.
It helps because it slows the flow of the water down the slope and little by little the water will get soaked up and by the time it gets to the bottom there won't be much water left. :) :)
