The first SMS message was sent to a cell phone in 1992 through a computer. However, it was not until 1995 that the service was available to consumers. Growth of the service was slow until the 2000s, when cell phones and smartphones became ubiquitous.
i think the cell phones where able to text in 1940s.
It started when texting first began. Texting began and people started doing it while driving. It started whenever texting began.

Any age actually. In my middle school, I've found out people had already started texting at age 9 or 10. Depends on the parent though. My parents wouldn't allow texting until I was in 7th Grade

In my opinion I don't think a child under the age of 15 should have a internet phone. They could have a simple phone to carry for emergencies, but nothing more. Children often don't understand the dangers of the internet and without parents supervision they get into trouble giving information out about themselves, school, and home. Too many people are online trolling for children and they don't have enough experience to know about not giving out information. You wouldn't allow your child to go to the mall to stop strangers and start telling them about themselves. Texting is not necessary for a young child or even a preteen. Texting today is used as a means to contact children.
