New Zealand had been granted self-government in 1853, following the New Zealand Constitution Act of 1852, there was an election in 1853 to establish the Parliament but it was not considered a "responsible government". The first government elected along party political lines, resulting in a Liberal government, was not formed until January 1891 following the general election held on 27 November 1890 (for Maori voters) and on 5 December 1890 (for European voters).
