The first to use 'rockets' to lift a payload away from the surface of the earth had to be the Medieval Chinese, who packed the newly-invented gunpowder into a small cylinder, and then used it to lift another package of gunpowder into the sky, where its colorful explosion could be seen and appreciated by many. This has to be considered a 'rocket', since its propulsion system didn't require air in order to burn and develop thrust. The potassium chloride in gunpowder supplies the oxygen required for its combustion, and fireworks ought to operate just fine in a vacuum.

Somewhere around the year 1100 AD. Gunpowder was packed into bamboo tubes, the ends sealed, and they would the thrown into a fire (and explode, as fireworks) If a tube was badly sealed at one end, when it ignited, it would shoot out of the fire- so the first rockets were badly made firecrackers. They were used in battle around 1247.
