The 10th of September 2015
As of now, Queen Elizabeth II has surpassed Queen Victoria's record as the longest-reigning British monarch. Queen Elizabeth II ascended to the throne on February 6, 1952, and is still the reigning monarch, having surpassed Queen Victoria's reign of 63 years and 216 days on September 9, 2015.

I understand it was Richard Cromwell (4 October 1626 -12 July 1712), the third son of Oliver Cromwell. Whilst he only ruled as Lord Protector of England for less than 9 months between 3 September 1658 until 25 May 1659, he lived longer than other rulers/monarchs and, therefore, "was" the oldest ruler but, was not ruling for many years before his death. Possibly the question to my answer should be, 'Which ruler of England lived the longest?'
skipping record
