All of the Zelda games from Legend of Zelda on NES to Majora's Mask on N64 are available on Virtual Console.
The Legend of Zelda Majora's Mask was originally released on the Nintendo 64. It was then rereleased for the Nintendo GameCube as well as Virtual Console on the Nintendo Wii

yes
You should get Zelda: Majora's Mask. It's the sequel to Ocarina of Time.
You cannot get Virtual Console games on the DSi. If you want to download Virtual Console games, you must have a 3DS. Currently, (August, 2012) there are no Pokemon games for download, on the Virtual Console. However, the original NES Legend of Zelda, Zelda II: The Adventure of Link, Link's Awakening DX, The Four Swords, and Minish Cap are available to download on the Virtual Console. The original NES Metroid, Metroid II: The Return of Samus, and Metroid Fusion are available too.
No, The Legend of Zelda is only available on Nintendo systems, and is a Nintendo exclusive. You can get Ocarina of Time for the Nintendo 64, on the Nintendo GameCube (The Legend of Zelda: Master Quest, and The Legend of Zelda: Collector’s Edition), on the Nintendo Wii (Virtual Console), and on the Nintendo 3DS.
Mario Party 2 is available on the Wii's Virtual Console. Other than that, none of the other Mario Party games have been released for the Virtual Console.
I don't think Nintendo plans on releasing majora's mask on the virtual console yet but I hope they'll release it soon.
no because Nintendo owns the rights to all Mario and Zelda games.
3DS virtual console games began selling on the eShop when it opened on June 6th, 2011.
