Ground should break some time during the late summer of 2008, as permits must be obtained first (some time in June/July 2008). It should start employing people in spring of 2009 and be ready for business by late summer of 2009. However, it will not be at 100% capacity for several years.
The new Winco Distribution center in Boise is located on the South East side of town at the end of Eisenman road. Basically right accross the freeway (I-84) from Micron. On current roads you would exit I-84 at Gowen road, turning West. You would then turn South on Eisenman and drive past the Outlets. Eisenman road use to be a dead-end road, and the Winco Distribution center was built at the end of the road. However, there will now be a new off-ramp from the I-84 at the South End of Eisenman, making it no longer a dead-end road.
The distribution center seems to be nearly complete, so if you drive down that way you will have no problem finding it.
The warehouse will be open and shipping in September. My educated guess is they should be starting the hiring process in July and training in August.

According to the website, there is no LDS Distribution Center in Burley, Idaho. Distribution Centers are found in Boise, Idaho Falls, Rexburg, and Chubbuck. The church does operate an online Distribution Center, which has a larger selection than the stores and offers free shipping to any address in the United States. The distribution centers do not post their hours online, but most full-time distribution centers are open Mondays from 8 to 5 (closing early for Family Home Evening) and Tuesday through Saturday from 8 to 8. It was Lewiston at first, but disputes over where the capital should be resulted in it being moved to Boise. Boise was growing in size and closer to the center of the state. Lewiston was too far north. It can be argued that Boise is now too far southwest, but there aren't big enough cities near the true center of the state to make one capital. Plus, many capitals aren't in the center of their states anyway.
