The PlayStation network has been shutdown since April 20 2011. They are working round the clock rebuilding and strengthening the system and should have it back up within a week, Early May 2011. The related question will have the latest information that has been provided and will be updated as new information becomes available.
The PlayStation 3 network will work by the end of May, 2011.

You can't play a game for a newer console on a console that it wasn't made for. If the PS3 was made before the PS2, then it would work. But then the PS2 would be the PS3 and the PS3 would be the PS2 and then all that would start over again and I'd have to say the same thing OVER and OVER and OVER again...and that wouldn't work, would it?
It's not a PS3 server it's the PlayStation Network and PS3 games can not play against PC games any more than you could put a PS3 game in your computer and have it work. No you can not play on the PlayStation Network unless you have a PS3 and a PS3 game.

You are activating that specific PS3, it will work on any network. You can also activate on more than one PS3 at a time.
The PS3 will not be able to play the PS4. They both are on the Playstation Network (PSN) and Playstation Plus will work for both of them as it does for the PS Vita and PS3
