The PlayStation network has been shutdown since April 20 2011. They are working round the clock rebuilding and strengthening the system and should have it back up within a week, Early May 2011 they will begin the procedure to restore services regionally. No the PSN is down world wide
It was only down for about 6 weeks and came back up in early June 2011
Services are to start coming back up by regional area this 1st week in May 2011
you need to have internet to do that then you sign up for psn and your there

only in certain area's and only for limited time -so the network can catch up with e-mails (for passwords) to stop bottlenecking , but should be back up and running by the 31st.
make a new psn user and and go to the place where you sign in on psn and it will say sign up for playstation network.

Supposed to have some services back up I.e. psn on may 3rd but we will see see related link or question
Yes the PSN was back up and running and they provided some free games and downloads and even a 30 day Playstation Plus membership when it came back up in June 2011
