Well, the only reason why they haven't continued the season is because they lack writers for the show due to the mass writer's strike that is going on. The show will be back as soon as the strike is resolved.

Heroes season 2 ended abruptly in December during the writer's strike, leaving it with 11 episodes. Season 2 will not continue, but Season 3 will start September 15* in the US. The story line has been totally changed, so its best to start off with an open mind. (There is a trailer for season 3 floating around on Youtube from Heroes-France at a Jules Verne Festival. It looks legit, but very confusing.) *The date is now September 22.
