William Howard Taft was the first president to use the oval office which wasfinished in October, 1909 in the new West Wing. The West Wing was added by Theodore Roosevelt in 1902 and Roosevelt moved his office into it. Taft expanded the wing and had the oval office designed and constructed.
This event is the inauguration of a new president.

George W. Bush was the first president to take office in the New Millenium
The new President will take oath for the office January 20th 2017. At this time President Barack Obama will no longer be President.
The president's choice
Most of the furnishings are simply reupholstered, so they continue to be in use in the new president's office. The old carpet, which since President Truman's term of office is always designed around the Great Seal of the United States, is usually retired to the former presidential library of the president for whom it was made. Most of the art work that hangs in the Oval Office is borrowed from collections and returned to the collections when it is no longer needed.
The rug remains in the Oval Office at all times. The rug is property of the United States, however, it is my understanding the president has the option of taking the rug with them when they leave office. Usually the rug appears in that presidents library or is housed in archives. Each new president can request the use of a rug from a former president or they can have a rug created for them. Laura Bush created the current rug that President Obama has decided to retain.

The President Elect of the United States is Barack Hussein Obama. He will become President and take office when he takes the oath of office in February.
