I am not sure of that but on August 11 2011 they are selling preowned games for $20 for The Sims 2 PS2 also Sims 2 Pets or CastawayThey are selling the PS2 The Sims and also PS2 URBZ Sims in the City for only half that at $9.99

They probably stop manufacturing it as it is for an older generation console. Some stores might still have it new. Your best bet would be to try and find it from an online source like craigslist or ebay.
No it is not true because there are so many PS2s. You might find that shopping online for the games that have been out awhile will get you cheaper prices though. There are definitively going to be less new PS2 game titles released and each year the number of new titles decreases. Even though stores will not stop selling the PS2 games altogether they will continue to have a smaller selection and less stores will carry them.
