Up until 2 months ago, everyone had properties to develop to make money. Zynga then decided to try a new method (which is still at the moment in beta and only affects people that joined from that point). They have said that at a later date when they have everything in place, that there will be incentives for the older players to cash in their properties in exchange for rackets.
All this could still change, but at this moment in time, that's how it is.
