During an "average" 28 day cycle, ovulation is usually expected to take place between cycle days 13-15. Ovulation typically occurs 14 days before menstruation (or 14 days into the menstrual cycle during an average 28 day cycle) - but this isn't true for everyone. The only ways to know when you are ovulating would eb to use ovulation testing kits or fertility awareness method - the latter being a better indicator of when you ovulate.

On a 28 day cycle its usually day 14 which is your ovulation day. You will know when your ovulating because you will experience egg white vaginal discharge.
