Fog lights. Most vehicles do not have them factory-installed, so you will have to have them installed yourself. They were not too expensive 20 years ago when I bought some. I don't know what the cost is now, however, if you have a small amount of mechanical ability you might install them yourself - I did.
Also, high beams do not help...in fact they illuminate the fog more and make it more difficult to see.
If you don't have fog lights just use your regular lights. If you can't see well enough to drive, pull over. If you can't pull over, concentrate a bit more of your attention on the paint markings on the pavement they usually can keep you in your lane, and even show you when to stop (as at an intersection).
