There is no law that says you can go 10 mph above the posted limit before a ticket can be issued. You can get a ticket for going 1 mph faster than the posted limit. Most policy will not issue a citation for a small amount but legally they can.

The "2" means that the transmission will only shift up to 2nd gear and will just rev the motor higher the faster you go. The D with a circle means Overdrive. And yes this is what you use for any normal driving.
