When you beat elite four and Gary on fire red it says the end why is that you cant get to cerulean cave then?

no it doesnt all that happens is that you go back to pallet town and then you can get mewtwo in the cave

maby you have a old version of Pokémon LeafGreen and when it came out , the Cerulean Cave wasn't finished.

After you beat lance, your enemy Gary will be at the end of the Elite 4 and when you win the battle against him you can go to the cave in Cerlaun city and get past the guy that is blocking it.

You can face Mewtwo if you go through Cerulean Cave. Just go north of Cerulean City, surf down the waterway, and enter the cave. If you can't make your way through, there are plenty of maps online that can help you. I recommend using the master ball on Mewtwo.
