You must be referring to the signature badges, which are no longer used by the WikiGuides.
One way is to join the Community Outreach program and become a WikiGuide Greeter. WikiGuides have access to a list of new contributors. They go to the new contributor's message board and welcome them to the site. Community Outreach has an ongoing WikiGuide contest, with a prize each month for the WikiGuide who greets the most new contributors. For more information on joining Community Outreach and becoming a WikiGuide, you can contact Robin at robin @ wikianswers.com (remove the spaces) or leave a message on her message board.
Community Outreach has several graphics for WikiGuides to use in their Community Outreach messages. When you become a WikiGuide, you are provided with a document entitled "How To Be A WikiGuide." The links to those graphics as well as instructions on how to insert them into messages is in that document. If you are a member of Community Outreach or are interested in becoming a WikiGuide, you may also email communityoutreach @ wikianswers.com (no spaces) for a new copy of "How To Be A WikiGuide."

The most common way for WikiGuides in Community Outreach to contact the members of the Answers community is by utilizing the onsite message boards. They sometimes contact them through forum posts and occasionally email.
Members of the Community Outreach program have a Special Occasion Calendar. When a contributor has a birthday, anniversary, graduation - any special occasion - the WikiGuides take the opportunity to post special occasion greetings on the contributor's message board.
Message Boards and Question Discussions both count as community contribution points on WikiAnswers.
Community contributions are earned by message boards posts, profile edits, and discussion page posts.
WikiAnswers is a question and answer site. However, though using WikiAnswers as a chat-only site is frowned upon, it is allowed. Something you could do is lend a helping hand and send the chatter a polite message letting them know about some of the awesome things on WikiAnswers that they can do, such as:join a community group (e.g. WIT, Community Outreach or the SPAs)ask, edit, answer, and recategorize questionsWe encourage them to contribute to the primary purpose of the site. If they are abusive, they can be warned and blocked.Spammers are also warned and blocked.
You will get that message if you are sharing an IP address and you violated the WikiAnswers Community Guidelines.

Please report all Message Board posts to a Supervisor via the Community Forum (Vandalism Subforum) or the Supervisor's Message Board/Email Address. You can also email WikiAnswers @ Answers.com (remove spaces) such reports.
Chatting on Message BoardsIn the past, idle chatter on the WikiAnswers' user message boards was frowned upon, and in extreme cases, received a block from using WikiAnswers' services at all - particularly if the user(s) involved made no real contribution to the WikiAnswers Q&A or community. Now, chatting is allowable on user message boards, except for extremes - which may receive the attention of a Supervisor with a warning message. WikiAnswers was not intended to be used as an IM (instant messaging) service all day long, so that would be an extreme. However, we would still like to have you participate and contribute quality answers or contributions to the site! Community is a part of WikiAnswers.
