Honestly, the distinction can be quite arbitrary at times. After all, you probably have had tomato soup in a mug before, and it's common in some places of the world to drink beverages like coffee or tea out of a bowl.
In *general,* if served in a cup, mug, or glass it is a beverage (drink), and if served in a bowl or on a concave plate it's food.

You can't just 'get' the dog to drink but take it out for a walk or outside to get him/her thirsty. If that doesn't work feed him/her some dry food or something like that go that it can get thirsty. Overall though the dog has his/her own mind and has a choice of weather or not to drink and therefor we, human's, can't make him/her.
