Sometimes you do have to pay. This should be clearly spelled out in the ordering instructions (but isn't always). Often on small items the S&H exceeds the value of the item. -This is why EBay is no longer popular.

sometomes its true and sometomes its not. when you have to pay shipping and handaling for it to be shipped then its not really free because your paying for it (technically) but if you dont have to pay shipping and handeling then its free
If you need to have something shipped that is expensive you can purchase shipping insurance. The insurance will be offered when you mail the package and if something happens to it the postal carrier would have to pay for it.

That would depend on how quickly they send it and how it must be shipped. If it can be shipped by air mail, it can arrive in a few days. If is something so heavy that it must be shipped by boat, it may take a couple of months.
