New brake drums are broken in the first time you go for a drive usually.
The parking brake or brake cable can seize, or the shoes can rust to the drum if the car has not moved in a very long time.
Brake pads normally yet hot under normal use. The brake pads will get excessively hot if they are not adjusted properly. The wrong brake pads can be too thick and might be rubbing on the rotor.

It can get warm, but it never gets hot, unless it left in a hot car for a long time (which is not recommended).
