There are thousands of reasons for that. I would start with pulling all computer codes out the ECU. The most common problems including but not limited to are clogged fuel filter, clogged air filter, oxygen sensor(s) do not work properly, dirty injectors, throttle position sensor does not work...
If a car stalls when pushing the accelerator, the car may be in park. The car may also be in neutral if the car stalls and does not move. A very dirty fuel filter or a faulty fuel pump could cause that condition also.

throttle plate stuck? I'm not sure. When I'm driving, I take my foot off the gas and the car jerks and when I have to stop and I push on the brakes the car revs and jerks forward and occasionally stalls

If your car has security system with engine immobilizer, no you can't.
see what the rpms are at. The vehical may have a govener at a certain speed or or rpm
When your car stalls when its raining, it may be getting water in the distributor cap. Make sure the cap is on properly.
