Yes, you need the AOE 3 to play any expansion pack. If you do not have AOE 3 installed and you try to install an expansion pack you will get an error. However after you install AOE3 you do not need to insert the disk to play an expansion.
Whenever you play The Sims with multiple expansion or stuff packs, it always has you put in the latest expansion disk. If you were to buy Generations or Pets, it would tell you to insert that disk instead.

you need to put in the sims 3 ambitions disk because it is the newest expansion pack. even though you have the ambitions disk in, you can still play World Adventures. but because they are expansion packs, they are, well expansions for your game, so even if you could play with your world adventures disk, you would still be able to play ambitions because it is an expansion for the sims 3. so even if you just want to play world adventures, you still need to put in the ambitions disk.
If by "other games" you mean the expansion packs, then yes. In order to install the expansion packs (Sims 2 University, etc.) you need to have Sims 2 already installed. If you don't want to spend money on that game as well as the expansion pack, find a friend who has the Sims 2 discs, and borrow them. Install the game and then install your expansion pack right afterward. That way, you don't need the regular Sims 2 disc to play with your expansion pack. You just have to have the disc for the expansion pack you installed. (However, if you ever have to uninstall the game, you'll need to borrow Sims 2 again to reinstall it.)
