If they are married, no. But you can "Ask To Leave( insert name here)" and if they like your sim enough, they will "divorce" who they are married to. Then you can date/ask to marry that sim.

It seems that you found his grave in the grave yard or made the leap to the sims 3. The Tragic Clown is a deceased sim. he is not the npc we know from the sims livin' large anymore. There is no Tragic Clown or Social Bunny in The Sims 3 or any NPC replacement.

You cant see the wants and needs of an NPC. This is because an NPC stands for Non-Playable Character. The one way you could see the wants and needs of an NPC is by doing the cheat BoolProp testingcheatsenabled true (in Sims 2) or in Sims 3 it would be testingcheatsenabled true ( this cheat DOES NOT work for Sims 1) and after you did that, press shift and at the same time click on the NPC of choice and in the pie menu click "Add to active family, then the NPC (now would be PC i suppose) will live in your house and you can see the needs and wants of it
