This could be due to the engine being flooded. Or more seriously a broken piston ring or seized engine. Remove spark plug then tug on pull start with the plug removed keep tuggin but make sure fuel is turned off. Any excess fuel in the engine will be forced out now. Dry or replace spark plug. pUT IGNITION LEAD BACK ON pull start should work fine now.

Prime it 2-3 times pull if it doesnt start give it 2-3 more primes until it starts.If it is very cold out try holding the throttle in halfway and pull start it at the same time as holding the throttle in. If you have the 670 it has very high compression so the pull start will be heavy to pull.

Most mowers unless electric have a lever that works as a throttle/choke to start your mower. If you just pull back on the lever till the throttle/choke no longer allows gas to the engine this usually shuts it off.
