The short answer is yes it probably is running a bit slower while the anti virus program is running but not as slow as a system infected with a virus. If you are worried about performance schedule the anti virus program to run at a time when the system is not in use ie. overnight and let it run.
If you opened a spreadsheet, you will be running a software program. If you use Microsoft Windows, it will probably be Excel.
"run time" is the opposite of "compile time". It refers to the time when the program is actually running.

The main reason is that in compiled languages, the compiler reads the code and turns it into object code before you run the program. Interpreted languages have to do this step while they are running. So the time to run a Perl program corresponds to the time it would take to compile, link, and run a C program, not to the time just to run it.
That refers to anything that happens while you run the program. For example, the compiler may detect certain problems while you compile the program, but certain errors are bound to happen only when you actually run the program - i.e., at runtime.
You're better off letting the back-up program run 'solo', rather than use it while running other programs. Remember - any program you use is loaded into RAM, and the back-up program uses RAM to gather chunks of data ready to be written to the back-up device. The more RAM available to the back-up program - the quicker it will complete its actions.
If you are running XP, while using the built in tool, make sure that no other program runs to interrupt its task,otherwise it may hang or restart. If you are running Windows Vista, its designed to defrag on its own and doesnt show a graphic or fragmentation visuals. Its however very slow and runs in low priority in the background. To be able to use the PC normally without conflicting with the defragmenter, you need to install a third party program like Diskeeper which can be run on automatic mode. It defrags silently even as you work.
