maybe you keys are broken. all i do to put a greater than or less than symbol is hold shift then press the comma on the keyboard for less than... and hold the shift and press the period on the keyboard for greater than.
It depends on the type of keyboard you have. It can be in different locations on keyboards for different countries. Usually it is on the 5 key above the central part of the keyboard where the letters are. By holding one of the shift keys and pressing the 5 you will get the % symbol.
