No it does not. Ratings of a game do not change and turning it down does not change the intense violence of the game another reason for the rating so that it would not even qualify for a lower rating if they did change

No the ratings are decided by a board of people who look at thing like language violence alcohol and drug use and many other things and decides what rating is appropriate but is only a guideline and there is no enforcement of these guidelines
