There are several possible explanations: Leaving aside the two most obvious reasons: calculation error and attempted extrapolation, there are the following possibilities:

The true relationship is non-linear.

A relevant variable has been missed omitted.

The observations are very variable: leading to a very large residual error.

There is not enough variation in the independent (or predictive) variable so that Sxx is very small.

### What type of graph can best help you predict the answer to information you never tested?

A scatter graph on the data you already have, then place a
regression line ( line of best fit) across the points and predict
the information based on this line. It obviously isn't accurate and
is only a prediction and if there is no correlation in the plotted
points and no line of best fit can be placed on there can be no
prediction made.
