Bad ground.
You have to replace front and rear bulbs.
You may have a "ground loop" problem on the left turn signal. Check the ground wire at the front and rear signal bulbs.
sounds like you have a bad turn signal flasher One bulb is bad. The right rear turn signal bulb is burned out
your signal light is burned out. The rear signal lights burn out quite quickly and the fast flashing is an indicator you need to replace them.
was jeep in accident and repaired? sounds like crossed or shorted wires
Be sure the 4-way is turned off.

Sounds like you have a short in your wiring harness for your rear lights. As for your dash turn signal light, your dummy light is just acting up. You probably need a new wiring harness for your rear lights.
1989 silverado left turn signal set applying brakes causes the left turn signal to dim and the two right rear tail light bulbs to alternate brightly? Further problem occurs to same truck - in Park and brakes not applied -- if head lights are on turn signal flash slows right down almost to a stop and becomes very dim
the turn signal switch is probably bad
It has been my experience that a rapid turn signal indicates there is a burnt-out signal light bulb (either front or rear) on the side of the rapid blinking signal. If the right signal is blinking rapidly, the problem is in the signal lights for the right side (front or rear) of the vehicle. Turn the rapid signal on and step out of the vehicle to find which bulb is not lighting.
Question needs more information such as, does lights stay on on one side, or both, front and rear, does it flash, does it stay on even when you don't single.
