After you beat the elite four you go to Placilfog town and surf to the right till you come up to some rocks, the rocks should now have an entry you go in until you come up to a building called Sky Pillar and go in, you'll need a mach bike. But if your doing it to save Sootopolis city you just go into the Cave of Origin and talk to Wallace and tell him Sky Pillar and you'll have to surf there.
