IMO, Ratio depends on the carb jetting and oil quality. Try 32:1 (gas:oil) using good synthetic or syn-blend then jet the carb. With stock jetting that should be in the ballpark. Higher altitudes will require leaner jetting (smaller jet size not different gas:oil ratio).

If you're fouling plugs your jetting is wrong. The mixture is too rich to allow the plug to reach and sustain the minimum temperature required to allow it to be 'self cleaning'. Your suffering from reliability problems as well as a loss in performance due to incorrect jetting. Fix the carb. Hope This Helps.

You have a 2000 KTM 125SX and the problem is it won't kick start when it's warm It will start in one or two kicks when it's cold the gas is off and the choke is on You replaced the spark plug it has?
There could be a problem with the jetting (for your altitude) or the condition of the air filter (dirty?). These are what I would check first.
