One thing to keep in mind when looking at the picture in the related links section: Several US states have decriminalized marijuana to a greater or lesser extent, but this does not mean that you can't still get into legal trouble because of it. In California, for example, the state permits the "medicinal" use of marijuana, but federal laws against its possession and use still apply.
The same situation may be true of other countries as well.
Also, at least in the US, the decriminalization may be (and in fact is in all cases I'm aware of) conditional: for example, a prescription is usually required; you can't just smoke up because you want to.

Marijuana is not decriminalized anywhere in the US. Some states allow it for medicinal purposes. Maryland is not one of those states. Delaware which borders Maryland just passed legislation legalizing it for medicinal purposes.
